Illegal constructions started in the period April 8, 1987 - June 30, 1998, but not legalized, are not removed if they were admissible according to the current detailed town planning plans and according to the rules and regulations in force at the time of their implementation or if they were declared by their owners before the approval authorities until December 31, 1998.
